Ukraine Intensifies Attacks on Russia’s Energy Sector

Ukraine has stepped up its attacks against Russia’s energy sector, significantly disrupting oil refining capacity. The strikes, which have targeted 10 Russian oil refineries, have resulted in the loss of at least 17% of Russia’s refining capacity, equivalent to 1.1 million barrels per day.

The Ukrainian campaign is focused on refineries, oil depots, and military-industrial sites, weakening Moscow’s war economy by disrupting oil processing and export capabilities. The attacks also created shortages in some Russian regions and in Moscow-annexed Crimea.

Recent strikes include a gas terminal in the Leningrad region and an oil refinery in Samara. Ukraine’s Security Service (SBU) confirmed involvement in the attack on the liquefied natural gas terminal, which reduced Russia’s foreign currency inflow needed for war efforts.

The General Staff of Ukraine’s Armed Forces attributed another strike to Military Intelligence (HUR), Unmanned Systems Forces, and other defense agencies, targeting a refinery that produces gasoline and other petroleum products for Russian troops. The strikes have exacerbated the existing shortages of gasoline in Russia-occupied regions.

Russia had already tightened its gasoline export ban in July due to peak seasonal demand, but Kyiv’s intensified attacks have further disrupted supply chains, with huge queues at petrol stations and a system of coupons introduced in some areas.
