A review by the US Agency for International Development (USAID) has found no evidence of widespread theft by Hamas of US-funded humanitarian aid in Gaza, contradicting claims made by the State Department. The analysis looked into 156 incidents of waste, fraud, and abuse reported between October 2023 and May 2025.
The review found only a small amount of misdirection of aid – less than one percent was affected by loss, theft, diversion, or fraud. A source familiar with the report stated that there was no indication of systemic loss due to Hamas interference or theft.
In contrast, the State Department has claimed widespread theft and exploitation of humanitarian aid by Hamas, citing a private organization as a solution to address these issues. However, USAID’s analysis found that only 28% of incidents of theft or waste were attributed to the Israel Defense Forces (IDF), with many cases occurring due to “airstrikes, evacuation orders, or IDF direction.”
The review’s findings contradict claims made by State Department officials, who cited “endless video evidence” and intelligence showing significant portions of non-GHF aid being diverted. However, no examples were provided.
A USAID spokesperson confirmed that the agency’s inspector general office has identified shortcomings in ensuring humanitarian assistance to Gaza is not diverted to Hamas or other terrorist organizations.
