Vice President JD Vance warned that the U.S. won’t rule out tough sanctions or military action against Russia if President Vladimir Putin doesn’t negotiate a deal guaranteeing peace for Ukraine.
Speaking with The Wall Street Journal, Vance said sending U.S. troops to Ukraine is “on the table” if Russia fails to negotiate in good faith. He cited “economic tools of leverage” and “military tools of leverage” that the US could use against Putin.
Vance also expressed optimism about a deal reaching the negotiating table, saying it will “shock a lot of people.”
The comments come ahead of a meeting between Vance and Ukrainian President Volodymyr Zelenskyy in Munich. The discussions will be closely watched by European leaders to gauge where President Trump stands on negotiating an end to the Russia-Ukraine war.
President Trump had previously agreed with Putin to “immediately” begin negotiations over the war in Ukraine, but details remain unclear. Vance and Secretary of State Marco Rubio are set to lead the US delegation to the Munich Security Conference, where the future of Ukraine will be a top item on the agenda.
