Millionaires are fleeing their traditional hubs in droves as global conflict and trade wars create an uncertain environment. A report by Henley Private Wealth Migration Report 2025 shows that over 142,000 millionaires plan to relocate this year, seeking greater financial stability abroad.

Montenegro, a small eastern European nation nestled between the Adriatic Sea and Dinaric Alps, has emerged as the world’s fastest-growing millionaire hub. With a 124% increase in millionaires over the last decade, Montenegro is attracting affluent individuals drawn to its low-tax regime, stunning coastline, and Mediterranean lifestyle.

According to Henley & Partners’ group head of private clients Dominic Volek, Montenegro’s favorable tax environment and proximity to Europe make it an attractive destination for wealth preservation. “Paired with our beautiful Adriatic coastline, luxury real estate offerings, and appealing Mediterranean lifestyle, the country has become a destination of choice for lifestyle-motivated investors.”

The trend is part of a broader “great wealth migration” as ultra-high-net-worth individuals seek safer havens from geopolitical instability, macroeconomic headwinds, and sociopolitical fragmentation. The UAE, with its Golden Visa program, is also seeing significant growth in millionaire arrivals.

In contrast, Western Europe is experiencing outflows of wealthy citizens, with the UK leading the way this year. An estimated 16,500 millionaires are expected to leave the British Isles, totalling $91.8 billion worth, driven by Brexit uncertainty and non-domicile tax changes. Fellow European nations like France, Spain, and Germany also face worrying wealth-migration signs.

The report’s findings suggest a growing imbalance between incoming and outgoing wealth in Europe, with potential long-term consequences for regional financial stability and innovation. As the global economy continues to navigate uncertainty, millionaires are seeking new destinations to preserve their wealth and secure their financial futures.
